DES MOINES, Iowa (AP) — Police are trying to find out who taped a bulldog inside a trash bag and abandoned him in Des Moines. The emaciated dog was found Tuesday afternoon near a railroad viaduct with his head sticking out of a black plastic garbage bag. The dog was unable to walk because the bag was secured with tape.

The Des Moines Police Department is investigating an animal neglect case after finding bulldog in a plastic trash bag bound in tape near a railroad.

An investigation is underway after a dog was found tied up in a trash bag in Des Moines on Tuesday. According to the Des Moines Police Department, at around 4:30 p.m. an emaciated male bulldog was delivered to the City of Des Moines Animal Services Facility.
